SPECIAL MEETING

                                                                                                                        April 15, 1946

A Special Meeting of City Council was held in City Hall on Monday evening, April 15th, at 7:30 P. M. The meeting was called to order by Vice-Mayor Keith and the following members were present: Messrs. Vane, Downes, Burton, Mikell, Hinkle, Carson and Hartnett.

DAYLIGHT SAVING TIME

Upon motion of Mr. Carson, seconded by Mr. Downes, the resolution adopted by Council in May, 1941 which reads as follows:

“That the municipal offices of the City of Dover shall be open for business between the hours of seven-thirty in the forenoon and four o’clock in the afternoon beginning with the first Sunday following the last Saturday in April and ending on the first Sunday following the last Saturday in September of each year.”

was again approved with one exception – by inserting after the word “offices” the words “and all departments.” The resolution now reads,

“That the municipal offices and all departments of the City of Dover shall be open for business between the hours of seven-thirty in the forenoon and four o’clock in the afternoon beginning with the first Sunday following the last Saturday in April and ending on the first Sunday following the last Saturday of each year.”

DOVER HOTEL CORPORATION

Upon motion of Mr. Hartnett, seconded by Mr. Hinkle, council accepted the hotel option as prepared by the City Solicitor and the sale price of the lot is $3,000.

BASE BALL PARK

City Manager, Mr. Wilcox, reported that we did not have sufficient fire insurance on the grandstand, bleachers, etc, at the baseball park. Dover Insurance agency had quote him a price of $2.75 per hundred for fire and an additional $1.55 per hundred or wind storm, etc. Upon motion of Mr. Hartnett, seconded by Mr. Burton, the City Manager was instructed to place $8,000 fire insurance, only at a price of $2.75 per hundred.

ELECTRIC SUPPLIES

City Manager, Mr. Wilcox, reported that it was necessary to get some transformers in order to give current to the building projects that were already completed. Inquiries to Westinghouse, General Electric and several smaller companies gave promise of delivery from six months to a year. Mr. Wilcox stated that he could buy from a Chicago concern transformers at cost plus 10%. Upon motion of Mr. Carson, seconded by Mr. Downes, the City Manager was instructed to purchase the minimum he could get along with.

BATH HOUSE

City Manager, Mr. Wilcox, reported that the repairs to the bath house just moved to Silver Lake bathing area would cost approximately $700.00. Upon motion of Mr. Burton, seconded by Mr. Carson, the City Manager was instructed to proceed with the repairs.

STEAM-LATEX

Upon motion of Mr. Carson, seconded by Mr. Downes, International Latex Corp. were to be billed at the rate of 44¢ for all steam in excess of 6,000 lbs. and an adjustment to be made if the price of coal changed.

SALARY SCHEDULE

A lengthy discussion was entered into on the question of paying time and half time to all employees in accordance with salaries being paid the line crew. Upon motion of Mr. Carson, seconded by Mr. Keith, the Mayor was instructed to appoint a committee to study this salary schedule. The Mayor appointed the City manager, Mr. Wilcox, and Councilmen Keith, Carson, and Hartnett. A meeting of this committee will be held on Friday, April 19th, at 1:30 P.M.

CITY TAX RATE

Upon motion of Mr. Keith, seconded by Mr. Vane the motion to set the tax rate at 70¢ which was approved at the regular meeting of council on March 11th, 1946 was rescinded. Upon motion of Mr. Downes, seconded by Mr. Burton, the tax rate for the year 1946 was set at 90¢.
