REGULAR MEETING

 

August 13, 1945

The regular meeting of City Council was held on Monday, August 13, 1945, at 7:30 P.M. The meeting was called to order by Mayor J. Woodford and the following members were present: Messrs. Hinkle, Carson, Vane, Downes, Keith, Burton, Hartnett and LeFevre.

MINUTES

Upon motion of Messrs. Burton and Vane, it was voted to dispense with the reading of the Minutes of the last regular and special meetings.

CITY MANGER’S REPORT

The City Manager’s report for the month of July was read and accepted upon motion of Messrs. Downes and Hinkle.

ALDERMAN’S REPORT

The Alderman’s report for the month of July was presented and was accepted upon motion of Messrs. Vane and Hinkle. A check amounting to $409.70 was turned over to the City Manager, accompanied by a report of 65 arrests.

POLICE REPORT

The report of the Chief of Police was presented and was accepted upon motion of Messrs. Vane and Burton.

BASEBALL PARK

Mr. Norman Acker, representing the Chamber of Commerce in the matter of obtaining a baseball team for Dover in the Eastern Shore League, read several letters from various baseball clubs concerning coming to Dover. he stated that the Chamber of Commerce was anxious to find out just what the City would do toward fixing up the ball park for use. It was decided that no action would be taken until another estimate could be obtained on the cost of getting the park in shape.

LINE CONSTRUCTION IN RURAL AREAS

A report by Mr. Wilcox, City Manager, on the decision of the committee appointed to investigate and make recommendations on the possible construction of new rural distribution lines was read by Mayor Woodford. Upon motion of Messrs. Carson and Keith, the City Manager was authorized to contact the farmers along the various recommended lines and obtain signatures of the prospective customers, after which time line extensions would be approved where the number of customers warranted such an extension.

LETTERS

A letter from the Chesapeake News Company requesting a 25-foot “No Parking” area in front of their place of business at 207 S. New Street was read by the Clerk. They felt that their magazine distribution business which necessitates unloading of trucks in front of this location warranted a no-parking area as they often cannot park in front of their building. No action was taken until the matter could be further investigated.

A letter from W. Charles Boyer, Recording Secretary of the City Board of Health, advising that Thomas E. Baker was elected Executive Officer on August 3 was read by the Clerk. The Board recommended the salary for this work be set at $300.00 per year. Upon motion of Messrs. Burton and Keith, Council approved this salary.

DISCUSSION ON RECREATIONAL PROGRAM

Several persons attended this meeting to discuss the proposed recreational program, among whom were Mrs. R. C. Beckett, Mrs. Franklin, Dr. Edwin Cameron and Rev. Kellogg. After much discussion in favor of a recreational program headed by a paid director, Mrs. Beckett suggested that a town meeting be called to get the citizens view point on this subject. Upon motion of Messrs. LeFevre and Downes, Mayor Woodford was authorized to call a mass meeting in September to discuss an organized recreational program for the City of Dover and to get an expression from the people, at which meeting a representative from the National Recreation Association would probably speak.

AUDITORS REPORT FOR THE YEAR ENDED JUNE 30, 1945

Mayor Woodford gave a brief review of the auditors report for the fiscal year. Upon motion of Messrs. LeFevre and Hinkle, Council accepted this report and requested that the City Manager have the financial sheet of the report published in the local newspapers.

ORNAMENTAL STREET LIGHTS ON WESLEY JUNIOR COLLEGE CAMPUS

Mayor Woodford presented a request from the Wesley Junior College for three ornamental street lights to be placed on the campus to give better lighting facilities for pedestrians in that vicinity. Upon motion of Messrs. Keith and Carson, Council authorized the installation of three ornamental street lights on the W.J.C. campus.
