SPECIAL MEETING
August 22, 1944
A Special Meeting of the City Council of the City of Dover was held on the 22nd day of August, 1944. The meeting was called to order by Mayor Woodford and on roll call, the following members answered “Present”: Messrs. Downes, LeFevre, Keith, Burton, Vane, and Hinkle.
PURPOSE OF MEETING
Mayor Woodford stated that the purpose of this Special Meeting was to discuss the street situation for the City.
Mr. Wilcox explained to the Council that the streets of the City are in bad condition and that in order to preserve them over the winter it would be necessary to make minor repairs, and in some cases to resurface several blocks. He explained to Council that this work has been figured on by our City Engineer, Mr. Joseph, and that John Hitchens, Inc., of Seaford had submitted a price for the streets which Mr. Wilcox felt were absolutely necessary to repair, of $5800.
After some discussion, one block of resurfacing was cancelled and upon motion of Messrs. Burton and LeFevre, the City Council voted to accept the proposition of Mr. Hitchens to repair the streets of Dover at a price of $5200. The motion was carried upon the following vote: 5 Yes, and 1 No.
Mr. Keith being the councilman who voted No, explained that his purpose in doing so was because he felt that the City should make the street repairs as they have done in the past with their own force of workmen.
ANNUAL AUDIT
The Annual Audit as presented by Mack and Co., Certified Public Accountants, Wilmington, Delaware, was reviewed by the Council and the City Clerk was instructed to have the financial statement advertised in next weeks issue of the three Dover local ewspapers; also to have 100 copies made of this statement.
