SPECIAL MEETING
August 8, 1944
A Special Meeting of the City Council of the City of Dover was held on the 8th day of August, 1944. The meeting was called to order by Mayor Woodford and on roll call the following members answered “Present”: Messrs. LeFevre, Downes, Keith, Hartnett, Burton, Vane and Hinkle.
Mayor Woodford explained to the Council that the purpose of this meeting was to make a decision regarding the rebuilding of the Silver lake Dam.
City Manager Wilcox explained to the City Council that bids had been received for the building of the new dam from three different firms, the lowest bidder being George & Lynch of Dover, Delaware. The bids were as follows on the original drawing and all alternates:
(a) for the dam $64,348; for the two swimming areas $8200
Total $72,548
(b) for the dam $57,931; for the two swimming areas $8200
Total $66,131
(c) for the dam $57,938; for the two swimming areas $8200
Total $66,138
(d) for the dam $56,428; for the two swimming areas $8200
Total $64,628
(e) for the dam $58,458; for the two swimming areas $8200
Total $66,658
After some discussion by the city council and city manager eliminating four of the bids due to the price and construction data, the City Council, upon motion of Messrs. LeFevre and Downes, accepted the bid of George & Lynch to build the dam using alternate C of plans and specifications presented including the two bathing beach areas at a price of $66,138.
