REGULAR MEETING

May 8, 1944

The Regular Meeting of the City Council of the City of Dover was held on the 8th day of May, 1944. The Meeting was called to order by Mayor Woodford at 7:30 P. M., and on roll call the following members answered “Present”: Messrs. Downes, LeFevre, Keith, Hartnett, Burton, Hinkle and Vane.

MINUTES

            Upon motion of Messrs. Burton and Hinkle the reading of the minutes of the last Regular Meeting was dispensed with.

CITY MANAGER’S REPORT

            The City Manager’s Report for the month of April was read by the Clerk and accepted upon motion of Messrs. Burton and Hinkle.

ORDINANCE

            The following ordinance regarding a change in electric rates for large consumers was presented to Council by the City Manager. Mr. Wilcox explained to the City Council that the rates set forth in this ordinance had been arrived at after careful study of the rate of schedules of other utilities both private and municipally owned, and that this ordinance was made and presented to council with his recommendation

            Upon motion of Messrs. LeFevre and Keith, the City Council adopted the new rate schedule ordinance to be effective August 1, 1944. The vote as follows:

            AN ORDINANCE ESTABLISHING RATE SCHEDULE FOR LARGE POWER CONSUMERS.

            BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:

                        SECTION 1.   That from and after the passage and approval of this ordinance, the following rates are hereby established, as more particularly set forth in the schedule following and designated as “City of Dover Municipal Electric Utility Rate Schedule P1 – Large Power Consumers”, to-wit:

EFFECTIVE DATE

            This schedule shall become effective on and after (Aug 1, 1944) for Customers with whom the City of Dover has no existing contract for power, and for all other Customers to whom this schedule applies., at the expiration of present contracts.

AVAILABILITY

            This rate applies to the entire territory served by the City of Dover for Customers desiring lighting and power service with a demand of 50 kilowatts or more through one meter.

CHARACTER OF SERVICE

            Sixty (60) cycles alternating current, single or three (3) phase, primary or secondary voltage.

RATE TABLE

            The Customer’s monthly bill shall be the sum of the demand and energy charges.

DEMAND CHARGE

            $1.50 per kilowatt for the first 150 kilowatts of maximum demand per month.

            $1.25 per kilowatt for all over 150 kilowatts of maximum demand per month

ENERGY CHARGE

            2 ½¢ per kilowatt hour for the first 2,000 kilowatt hours used per month.

            2¢ per kilowatt hour for the next 3,000 kilowatt hours used per month.

            1 ½¢ per kilowatt hour for the next 5,000 kilowatt hours used per month.

            1.3¢ per kilowatt hour for all over 10,000 kilowatt hours used per month.

DETERMINATION OF MONTHLY DEMAND

            The highest fifteen (15) minute integrated demand occurring during the month corrected for power factor taken to the nearest one-tenth (1/10) kilowatt, shall be used for billing purposes except that the billing demand shall not be less than sixty per cent (60%) of the highest billing demand occurring during the twele (12) months’ period ending with the current billing month, but in no case less than fifty (50) kilowatts.

POWER FACTOR AND BILLING DEMAND

            The Power Factor of the Customer’s installation shall be determined from time to time at the option of the City of Dover by suitable instruments furnished by it.

            Whenever the Power Factor of the Customer’s installation is below eighty-five per cent (85%) lagging, the billing demand shall be determined in accordance with the formula:

            Leading Power Factor shall be adjusted on the basis of one-hundred per cent (100%) Power Factor.

MINIMUM MONTHLY BILL

            The minimum monthly bill shall consist of the demand charge determined as above, but not less than seventy-five cents (75¢) per kilowatt of connected load.

PRIMARY DISCOUNT

            When the service is metered and delivered at a primary voltage of 2300 volts or higher and the Customer owns, installs and maintains all transforming and protective equipment, a five percent (5%) discount will be allowed from the energy charge.

MONTHLY FUEL ADJUSTMENT

            The energy charges in this schedule are based upon a cost of fuel delivered at the Dover Municipal power Plant of $6.20 per ton. When the delivered cost of fuel varies above or below this figure, the total billing, including both demand and energy charges to the Customer, shall be increased or decreased by one-half the percentage of the increase or decease in fuel cost above or below $6.20 per ton.

TERM OF CONTRACT

            Standard contracts are on a yearly basis, payable monthly in sums based on the demand and energy charges as of the last meter reading.

SPECIAL RATES

            The City of Dover’s obligation to extend or alter its facilities is limited to the assumption of new investment to an extend warranted by the revenue anticipated from the service to be supplied, either for a new installation or an alteration of an existing installation. In case of special investment to serve a Customer, a contract for more than one year may be required, at the option of the City of Dover, providing for the immediate payment of the investment cost by the Customer, and/or a special contract may be drawn providing for a refund of all or part of the cost of such investment to the Customer over a term of years upon such basis as may be determined between the City of Dover and the Customer.

            For seasonal Customers or Customers requiring temporary power only, the rates included under this schedule are not applicable, and a contract with special provisions to cover the type of service required shall be executed.

AUXILIARY SERVICE

            The City of Dover may at its option require the Customer to furnish and install at his expense an automatic circuit interrupting device approved by the City o Dover and shall be adjusted to open the circuit when the load exceeds the demand included under the contract.

UNBALANCED LOAD

            The Customer shall at all times take and use energy in such manner that the load will be taken equally between phases. Should this not be possible, and the unbalancing equal or exceed ten (10%) percent of the lesser phase, the City of Dover reserves the right to compute the demand for billing purposes on the assumption that the load on each phase is equal to that on the greatest phase.

PURCHASE OF FIRE PLUGS

            Upon motion of Messrs. Downes and Hartnett, the City Manager was authorized to purchase $1,000 worth of new fire hydrants to be used for replacements and to be installed at critical locations which were recommended by the City Manager and the Chief of the Fire Company.

ALDERMAN’S REPORT

            The Alderman’s Report for the month of April was read by the Clerk and accepted upon motion of Messrs. Burton and Keith.

            A check for $245.75 was turned over to the City Manager with the report of 27 Arrests.

POLICE REPORT

            The monthly report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Keith and Hinkle.

IMPROVEMENT TO PLAYGROUND BUILDINGS

            Upon motion of Messrs. LeFevre and Downes, the City approved the spending of $500.00 from the money built up in the treasury of the recreation center for the remodeling of buildings at the playground.

APPLICATION FOR POULTRY DRESSING PLANT

            An application for a poultry dressing plant to be installed in the Haas building on Railroad Ave. was read by the Clerk. Upon motion of Messrs. Keith and Hinkle, the City Clerk was instructed to advise Mr. Howard E. Lynch, Attorney or Abe Levit and David Friedman, trading as Dover Dressed poultry Company, that the City Council would grant a permit for this plant subject to the sanitary conditions and approval of the City Board of Health, the State Board of Health, and the City Manager.

AUDIT OF ACCOUNTS

            Upon motion of Messrs. Burton and Downes, the City Council voted to employ Mack and Company, Certified Public Accountants to audit the books of the City for the fiscal year ending June 30, 1944.

REPAIRS TO BALL PARK

            Upon motion of Messrs. Burton and Downes, the City Manage was authorized to remove the old bleachers and that part of the grandstands which were considered unsafe from the Dover Ball park and to make the necessary repairs for the use of the park. This work not to exceed $100.00.

SALE OF BONDS

            Upon motion of Messrs. Keith and LeFevre, the City Solicitor was authorized to take the necessary steps for calling $15,000 worth of City of Dover bonds on July 1, 1944.

RETIREMENT OF EMPLOYEES

            Upon motion of Messrs. Keith and Downes, the City Council voted to retire Mr. Wilson Cummins from active duty at a salary of $25.00 per week. Mr. Cummins has been employed by the City of Dover for approximately 30 years and due to his failing health this action was taken by Council.
