REGULAR MEETING

February 14, 1944

            The Regular Meeting of the City Council of the City of Dover was held on the 14th day of February, 1944. The Meeting was called to order at 7:30 P. M. by Mayor Woodford, and on roll call the following members answered “Present”: Messrs. LeFevre, Keith, Hartnett, Burton, Hinkle, and Vane.

            This being Organization Meeting, Mayor J. Wallace Woodford was sworn into office for the following year by Alderman W. D. Burton. The following elected Councilmen were sworn into office for the ensuing term of two years by Alderman W. D. Burton: John P. LeFevre, First District; Thomas V. Keith, Second District; Jesse S. Burton, Third District; and Harry Vane, Fourth District.

            Upon motion of Messrs. LeFevre and Keith, the City Clerk, Joseph O. Willis; City Treasurer, C. B. Sypherd; City Solicitor, Melvin Hopkins; and Alderman, W> D. Burton were appointed for the ensuing year.

MINUTES

            Upon motion of Messrs. Keith and Vane, the reading of the minutes of the last Regular and Special Meetings were dispensed with.

 CITY MANAGER’S REPORT

            The City Manager’s Report for the month of January was read by the Clerk and accepted upon motion of Messrs. LeFever and Burton.

ALDERMAN’S REPORT

            The Alderman’s Report for the month of January was read by the Clerk and accepted upon motion of Messrs. Keith and Burton.

            A check amounting to $95.75 was turned over to the City manager with the report of 13 Arrests.

POLICE REPORT

            The monthly report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Keith and Hinkle.

NEW SWITCHBOARD

            The City Manager reported to the City Council that bids had been received and specifications prepared for installing a new switchboard and remodeling the present buildings to house the same, and that the cost would be approximately $63,000.00 complete. After some discussion, upon motion of Messrs. LeFevre and Burton, the City Manager was authorized to enter into a contract with the Westinghouse Electric & Mfg. Co. for the purchase of a new Switchboard and also to build the necessary buildings to house the switchboard and equipment. Also the City Manager and the Mayor were authorized to make the necessary arrangements for borrowing money in order to finance the above proposition.

SURVEY OF CITY INSURANCE

            Upon motion of Messrs. LeFevre and Burton, Council voted that the Mayor appoint a committee of Councilmen for the purpose of making a study of the insurance situation for the City of Dover, and report their findings and recommendations at the next Meeting of Council.

            Mayor Woodford appointed the following Committee to cooperate with the City Manager to make this survey: Messrs. Keith, Vane and Hartnett.

            Council adjourned at 9:15 P. M.
