SPECIAL MEETING
June 28th, 1943
A Special Meeting of the City Council of the City of Dover was held on the 24th day of June, 1943. The Meeting was called to order by mayor Woodford at 8:00 P. M., and on roll call the following members answered “PRESENT”: Messrs. Keith, Downes, Hartnett, Hinkle, LeFevre, Burton, Vane, and Millman.
PURPOSE OF MEETING
The Mayor explained to the City Council the purpose of this meeting was to discuss recreational organization for the community.
COMMITTEES
The following committee appeared before Council in order to explain the needs for the Community in order to establish recreational facilities for both white and colored citizens. Chairman of the Committee Judge Charles L. Terry, Members, Mr. Gordon Willis, Mr. George W. Ayers, Byron Hartley, and Lee Layton. Judge Terry addressed Council and explained to them the financial needs in order to carry on two recreational centers, one for the white, and one for the colored. Also to develop a swimming hole which would tie in with the contemporary program. After some discussion, upon motion of Messrs. LeFevre and Keith, the City Council voted to appropriate $260. per month for a period of three months, in order to give this program a try-out. This check was to be issued to the order of the Dover Recreation Center and sent to Mr. Gordon Willis, Treasurer.
