REGULAR MEETING
February 8th, 1943
The Regular Meeting of the City Council of the City of Dover was held on the 8th day of February, 1943. The Meeting was called to order at 7:30 P. M. and on roll call the following members answered “Present”: Messrs. Downes, LeFevre, Millman, Keith, Hartnett, Burton, Vane and Hinkle.
This was Organization Meeting. Mayor J. Wallace Woodford was sworn into office for the following year by Alderman Burton.
The following elected Councilman were sworn into office for the ensuing term of two years by Alderman Burton: James A. Downes, 1st District; Curtis F. Millman, 2nd District; Maurice A. Hartnett, 3rd District; and Willard M. Hinkle, 4th District.
Upon motion of Messrs. Keith and Hinkle, the City Clerk, Joseph O. Willis, City Treasurer, C. Burton Sypherd, City Solicitor, Melvin Hopkins, and Alderman, W. D. Burton were appointed for the ensuing year.
Upon motion of Messrs. Keith and Hinkle, Councilman John P. LeFevre was appointed Vice-Mayor for the following year.
MINUTES
Upon motion of Messrs. Burton and Hartnett, the reading of the Minutes of the last Regular Meeting was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of January was read by the Clerk and accepted upon motion of Messrs. Burton and Keith.
Upon motion of Messrs. Keith and Burton, the City Manager was instructed to advertise all delinquent taxes on properties, for sale.
FINANCIAL REPORT
The financial report for the month of January was read by the Clerk and accepted upon motion of Messrs. Keith and Millman.
ALDERMAN’S REPORT
The Alderman’s report for the month of January was read by the Clerk and accepted upon motion of Messrs. Burton and Keith. A check amounting to $75.00 was turned over to the City Manager with the report of 12 arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Burton and Millman.
PARKING SPACE
Upon motion of Messrs. Keith and LeFevre, the City Manager was authorized to set aside a parking space in front of the U.S.O. Club for the bus operating between the City and the Dover Air Base.
BOY SCOUT CONTRIBUTION
Upon motion of Messrs. Keith and Downes, the City Council voted to contribute $50.00 to the Boy Scouts of America.
COMMITTEE
Messrs. Lee Layton and Walter Warrington appeared before Council, representing the Dover Chamber of Commerce, to explain a bill which was to be presented to the State Legislature to extend the City limits of the City of Dover. After some discussion, the City Council instructed the City Solicitor to make a study of the situation in other towns and report at a future meeting.
Council adjourned at 9 P. M.
