REGULAR MEETING
October 12, 1942
The Regular Meeting of the City Council of the City of Dover was held on the 12th day of September, 1942. The Meeting was called to order at 7:30 P. M. with Mayor Woodfordpresiding and on roll call the following members answered “present”: Messrs. LeFevre, Downes, Keith, Burton, Hartnett and Hinkle.
MINUTES
Upon motion of Messrs. Burton and Downes, the reading of the minutes of the last Regular Meeting was dispensed with.
CITY MANAGER’S REPORT
The City manager’s report for the month of September was read by the Clerk and accepted upon motion of Messrs. Downes and LeFevre.
FINANCIAL REPORT
The financial report for the month of September was read by the Clerk and accepted upon motion of Messrs. Hinkle and Keith.
ALDERMAN’S REPORT
The Alderman’s report for the month of September was read by the Clerk and accepted upon motion of Messrs. Keith and Downes. A check amounting to $146.00 was turned over to the City Manager with the report of 18 arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Burton and Hinkle.
ORDINANCES
The following ordinance entitled, “AN ORDINANCE RELATING TO THE DUTIES OF CIVILIANS IN CASE OF BLACKOUTS OR DIMOUTS”, was passed on the following vote:

Burton, yes;
Keith, yes;
Hartnett, yes;
Hinkle, yes.
AN ORDINANCE RELATING TO THE DUTIES OF CIVILIANS IN CASE OF BLACKOUTS OR DIMOUTS
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:
SECTION 1. From and after the passage and approval of this act, it shall be unlawful for any person or persons to stand, be or remain on any street, lane or alley or in any of the porches, alcoves, halls or doorways facing on any street, lane, alley or yard in the City of Dover during the period when a blackout or dimout is in effect.
SECTION 2. From and after the passage and approval of this act, it shall be unlawful for any person or persons to stand, be or remain on any street, lane or alley or in any of the porches, alcoves, halls or doorways facing on any street, lane, alley or yard in the City of Dover during the period when a blackout or dimout is in effect, after having been warned by any air raid warden, auxiliary police officer or other defense officer or agent to enter the shelter or shelters directed by such officer or officers. The term “shelter” shall include any building or place which may be designated by the defense officer which is available as protection for the person or persons receiving such order or orders.
SECTION 3. Any person or persons violating the provisions of this ordinance and upon conviction thereof shall be fined not in excess of Twenty-five ($25.00) Dollars, and upon failure to pay such fine, may be imprisoned not in excess of ten (10) days.
SECTION 4. The provisions of this ordinance shall not be applicable to any person or persons engaged in military or Civilian Defense activities during the period of such blackout or dimout.

(2) An ordinance entitled, “AN ORDINANCE TO PROHIBIT THE STORAGE OR KEEPING OF BUILDING MATERIALS AND IMPLEMENTS ON LOTS IN RESIDENTIAL SECIONS OF THE CITY OF DOVER”
was passed on the following vote:
Messrs. LeFevre, yes;
Downes, yes;
Burton, yes;
Keith, yes;
Hartnett, yes;
Hinkle, yes.
AN ORDINANCE TO PROHIBIT THE STORAGE OR KEEPING OF BUILDING MATERIAL AND IMPLEMENTS ON LOTS IN RESIDENTIAL SECTIONS OF THE CITY OF DOVER
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:
SECTION 1. That from and after the passage and approval of this ordinance, it shall be unlawful for any person to place, keep, store, pile, or permit the placing, keeping or storage of loose lumber, bricks, marble, stone or other building material; or building machinery, implements or equipment, including concrete mixers, forms, scaffolding, ladders, wheel barrows, shovels, hoes or rakes, on any lot in the residential sections of the City of Dover unless the same shall be under cover; or unless the same shall be so stored as not to be unsightly or dangerous; or unless the same shall be so enclosed as not to be accessible to children in their play; or unless the same shall be so enclosed as not to constitute a nuisance to the community where the same may be stored.
SECTION 2. Any person, firm, association or corporation violating the provisions of this ordinance shall upon conviction thereof be fined not in excess of Twenty-five ($25.00) Dollars. Each day that the condition constituting the violation of this ordinance shall continue shall constitute a separate offense, and be punishable accordingly.

APPLICATION FOR GAS PUMP
Application for the installation of a gasoline pump to be located in the building belonging to Mr. John C. Hayes which is occupied by the Pepsi-Cola Company was received by Council, and upon motion of Messrs. Downes and Burton, the City Manager was authorized to grant this permit.
