SPECIAL MEETING
April 30th, 1941
A Special Meeting of the City Council of the City of Dover was held on the 20th day of April, 1941. The meeting was called to order at 7:30 P. M. with mayor Woodford presiding and on roll call the following members answered “Present”: Messrs. Keith, Millman, Downes, LeFevre, Hartnett, Vane, Burton and Hinkle.
PURPOSE OF MEETING
The meeting was called for the purpose of making a decision regarding daylight saving time within the limits of the City of Dover. About fifty citizens of the community attended the meeting, and the Council heard arguments for and against adopting daylight saving time. After some discussion, the Council asked the delegations to retire so that they could make a decision regarding this proposition.
The following resolution was adopted by Council upon vote as follows:
Messrs. Keith, yes;
Millman, yes;
Downes, no;
LeFevre, yes;
Burton, yes;
Hartnett, yes;
Vane, yes;
and Hinkle, yes.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:
That a referendum be held on Monday, May 12, 1941, between the hours of one o’clock and six o’clock P. M., Eastern Standard Time, to vote on the following:
That the municipal offices of the City of Dover shall be open for business between the hours of seven-thirty in the forenoon and four o’clock in the afternoon beginning with the first Sunday following the last Saturday in April and ending on the first Sunday following the last Saturday in September of each year.
BE IT FURTHER RESOLVED, that the Clerk of Council of the City of Dover be and he is hereby ordered and directed to prepare, or have prepared a sufficient number of ballots to be used at said referendum, said ballots to contain the following wording:
For the resolution
Against the resolution
Any person desiring to vote in favor of keeping the municipal offices open between the hours aforesaid shall indicate his or her desire to do so by marking an X in the square opposite the words “For the resolution”, and any person desiring to vote against keeping said municipal offices open during the hours aforesaid shall indicate his or her desires by marking an X in the square opposite the words “Against the resolution”.
BE IT FURTHER RESOLVED, that all qualified voters of the City of Dover qualified to vote at a municipal election under the provisions of the charter of the City of Dover shall be qualified to vote at said referendum, and no person shall have more than one vote.
BE IT FURTHER RESOLVED, that the Mayor of the City of Dover be and he is hereby authorized and directed to appoint such person or persons as shall be necessary to hold said referendum.
BE IT FURTHER RESOLVED, that the person or persons designated to hold the said referendum shall make a report of the result of said referendum o the Council of the City of Dover at its meeting to be held on Monday, May 12, 1941 at seven thirty o’clock P. M.
