REGULAR MEETING

                                                                                                                        March 10th, 1941

            The regular meeting of the City Council of the City of Dover was held on the 10th day of March, 1941. The meeting was called to order at 7:30 P. M. with Mayor Woodford presiding and on roll call the following members answered present: Messrs. LeFevre, Millman, Burton, Hartnett, Vane and Hinkle.

MINUTES

            Upon motion of Messrs. Burton and Hinkle, the reading of the last regular meeting was dispensed with.

CITY MANAGER’S REPORT

            The City Manager’s report for the month of February was read by the Clerk and accepted upon motion of Messrs. LeFevre and Vane.

            Proposals were submitted on Edge Moor boilers with Westinghouse stokers and Keeler boilers with Westinghouse stokers. Upon motion of Messrs. LeFevre and Vane, the Mayor and City Manager were authorized to close the contract for one of these two boilers, with said stoker.

            Upon motion of Messrs. Hinkle and Burton, the City Manager was authorized to install the proper electric cable from our present line to the new airport.

            Upon motion of Messrs. Millman and Hinkle, the agreement of the State Highway Department regarding the establishment of building lines on Railroad Avenue from Wyoming Avenue to North Street was accepted, and the Mayor and City Clerk were authorized to execute the same.

FINANCIAL REPORT

            The financial report for the month of February was read by the Clerk and approved upon motion of Messrs. Hinkle and Millman.

ALDERMAN’S REPORT

            The Alderman’s report for the month of February was read by the Clerk and accepted upon motion of Messrs. Burton and Vane. A check amounting to $6.00 was turned over to the City Manager with the report of two arrests.

POLICE REPORT

            The report of the Chief of Police was read by the Clerk and approved upon motion of Messrs. Hinkle and Burton.

PURCHASE OF BALL PARK

            Upon motion of Messrs. Burton and Vane, the City Manager was authorized to draw a check for $1,000.00 for the building and all equipment at the ball park which is now owned by the Dover Baseball & Exhibition Company, providing the company accept the City’s proposal of purchase at the above amount.

AMBULANCE

            Referring to the letter submitted by Mr. Chas. W. Hardesty, Chairman of the Ambulance Committee for the community, the Council authorized mayor Woodford to write Mr. Hardesty, informing him that the City Council would make no further commitments as to financing the ambulance project.

BUILDING PERMIT

            A building permit was presented to the City Council by Mr. Ellis V. Danner for a double house to be built on Washington Street at a cost of $1,500.00. Upon motion of Messrs. LeFevre and Hinkle, Council voted to table this application until plans and specifications could be presented at their next meeting.

FURNITURE FOR POLICE OFFICE 

            Upon motion of Messrs. Hinkle and Vane, the City Council authorized the Mayor to purchase the proper furniture for the Police Office.

COMMITTEES

            A committee consisting of six citizens of the community appeared before Council asking that Council pass proper legislation concerning the registration and testing of bicycles in the City limits. After some discussion, upon motion of Messrs. LeFevre and Hinkle, the City Solicitor was instructed to draw an ordinance in the proper form to be submitted a the next meeting of Council regarding the registration and operation of bicycles within the City limits.

ADJOURNMENT

            Council adjourned at 10 P. M.
