SPECIAL MEETING

                                                                                                                        July 1st, 1940

            A special meeting of the City Council of the City of Dover was held on July 1st, 1940. The meeting was called to order at 7:30 P. M. by Vice-Mayor Frear and on roll call the following members answered present: Messrs. LeFevre, Millman, Keith, Vane, Burton, Hinkle and Downes.

            The purpose of this meeting was to discuss the building line on the south side of Elm Terrace. After some discussion, the Council voted, upon motion of Messrs. Downes and LeFevre, that Mr. B. F. Thompson be granted a building permit to build a residence facing on Elm Terrace according to his blueprints and specifications presented to Council and that the building line of said lot should be not closer than 25 feet from the outside of the curb on the south side of Elm Terrace.

            Upon motion of Messrs. LeFevre and Hinkle, the previous action of the City Council with reference to transferring the title of certain lands, owned by the City of Dover and lying south of Elm Terrace adjoining the lands of Ethel and Mary Keith, be rescinded and further that the City convey by proper deed the following described lands, to-wit:

            All that certain small strip or lot of land, situated in the City of Dover, Kent County and State of Delaware, lying on the South side of the street running through Elm Terrace, the metes and bounds, courses and distances, according to the magnetic baring of June, 1921, are as follows, to-wit: beginning at a point where the South edge of the concrete walk or paement on the South side of the said street intersects with the West line of he 15-foot alley, thence running with the West line of said alley South 8 degrees, East 10 inches to an iron post set in a concrete curb, and is the Northeast corner for other lands of the said grantees now about to be conveyed to the said Benjamin F. Thompson, South 82 degrees, West 65 feet to a stake set for a new corner now established and is also a corner for other lands of the said grantees now about to be conveyed to the said Benjamin F. Thompson; thence running a new line now established separating the strip of land hereby conveyed from other lands of the said grantor, North 8 degrees, West 5 feet to a stake set for another new corner now established at the South edge of said concrete walk or pavement; thence running in an easterly direction along and with the South edge of the said concrete walk or pavement following the curve thereof 65 feet to the place of beginning and containing approximately 200 square feet of land, be the same more or less, to the said Mary and Ethel Keith, conveyance to be in fee simple.
