REGULAR MEETING

                                                                                                November 14th, 1938

            The regular meeting of the City Council of the City of Dover was held on the 14th day of November, 1938. The meeting was called to order by Vice-Mayor Frear and on roll call the following members answered present: Messrs. LeFevre, Downes, Keith, Vane and Hinkle.

MINUTES

            Upon motion of Messrs. Vane and Hinkle, the reading of the minutes of the last regular and special meetings was dispensed with.

CITY MANAGER’S REPORT

            The City Manager’s report for the month of October was read by the Clerk and accepted upon motion of Messrs. Hinkle and LeFevre.

            Upon motion of Messres. Keith and LeFevre, the City Manager was instructed to proceed with laying a sidewalk on the north side of Sacarackin Avenue from State Street to the alley.

            Upon motion of Messrs. LeFevre and Keith, the City Manager was authorized to secure the necessary land for widening Clara Street from Governors Avenue west to Queen Street.

            Upon motion of Messrs. LeFevre and Keith, the Council voted to adopt the recommendations of the City Manager in regard to eliminating special rates for home decorations during the Christmas Holidays, but to give prizes for same.

FINANCIAL REPORT

            The financial report for the month of October was read by the Clerk and accepted and approved upon motion of Messrs. Keith and Hinkle.

ALDERMAN’S REPORT

            The Alderman’s report for the month of October was read by the Clerk and accepted upon motion of Messrs. Downes and LeFevre. A check amounting to $14.00 was turned over to the City Manager with the report of four arrests.

POLICE REPORT

            The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. Keith and Downes.

COMMITTEES

            A committee from the Chamber of Commerce consisting of Messrs. Shilling and Dorzback appeared before Council asking that a prize or special rate be given to home-owners who decorate for Christmas; also, that a special store-front rate be given during the Christmas Holidays. Upon motion of Messrs. Keith and Hinkle, Council agreed to give three prizes for home decorations: $35.00 or first prize; $25.00 for second prize; and $15.00 for third prize. Upon motion of Messrs. Downes and Keith, the City Manager was authorized to fix a store-front decoration rate.

            Mrs. Jost appeared before Council asking that something be done to eliminate the “spite fence” in the alley between Millman’s Store and the Western Union. Upon motion of Messrs. LeFevre and Hinkle, the Council referred the matter to the Fire Marshall for investigation and to report at the next meeting.

            A committee from the Robbins Hose Company consisting of Thomas Baker, Hughlett A. Golt and Robert D. Simmons appeared before Council asking that the City purchase a new pumper for the Robbins Hose Company which would amount to approximately $8,000.00. There was no action taken on this matter, but they were advised that same would be taken up at the next meeting convenient for the Mayor to attend.

            Upon motion of Messrs. Keith and LeFevre, Council instructed the Chief of Police and the Mayor to enforce parking laws on Loockerman Street.

            Upon motion of Messrs. Vane and Hinkle, the newspaper reporters were asked to publish a notice asking the people to lock their cars while parked on the City streets during the Holiday.

PRESS BADGE

            Upon motion of Messrs. Keith and Downes, the application of David S. Hugg for a press badge was tabled until a later meeting.

CLEANING LOTS

            Upon motion of Messrs. Hinkle and Keith, the City Manager was instructed to have the lots on Kerbin Row cleaned off and to send bills to the owners or assess the lots for the amount.

UPHOLSTERING BUSINESS

            The upholstering business operated by Mr. Jones on Fulton Street contrary to the City ordinance was referred to the City Solicitor with instructions for him to take the necessary action to enforce this law.

SAFETY COUNCIL BANQUET

            Upon motion of Messrs.. LeFevre and Keith, the City Clerk was instructed to secure tickets for the Safety Council Banquet to be held at the Hotel Dupont on December 1st, 1938.

PETITION

            A petition requesting extension of electric lines down the Cowgills Corner Road was referred to the City Manager with instructions to investigate and report at the next meeting.

ADJOURNMENT

            Council adjourned at 9:45 P. M.
