SPECIAL MEETING
October 4th, 1938
A special meeting of the City Council of the City of Dover was held on the 4th day of October, 1938. The meeting was called to order by Mayor Woodford and on roll call the following members answered present: Messrs. Millman, Hinkle, Vane, Frear and LeFevre.
A RESOLUTION
RESOLUTION AUTHORIZING PROPER OFFICERS OF THE CITY OF DOVER TO EXECUTE NOTE TO WESTINGHOUSE ELECTRIC & MANUFACTURING COMPANY FOR FIVE THOUSAND DOLLARS, COVERING PART OF PURCHASE PRICE FOR NEW TURBINE.
WHEREAS, heretofore, to-wit, on the seventeenth day of November, 1937, the Council of the City of Dover did enter into a contract with Westinghouse Electric & Manufacturing Company for the purchase of a turbine to be used at the power plant of the City of Dover, and the same being necessary for the needs of the City of Dover; and
WHEREAS, a part of the purchase price therefore is to be secured by a promissory note to be executed by the proper officers of the City of Dover for Five Thousand ($5,000.00) Dollars, the same to be made, executed and delivered upon the completion, installation and acceptance of said turbine; and
WHEREAS, said turbine has been completed, installed and accepted, and payment therefore is now due;
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Dover in Council met:
SECTION 1. That the Mayor and Clerk of Council under the corporate seal of the City of Dover, be and they are hereby authorized, empowered and direccted to make, execute and deliver to said Westinghouse Electric & Manufacturing Company a promissory note for the sum of Five Thousand ($5,000.00) Dollars, with interest at the rate of % per annum, due sixty days from the date thereof.
SECTION 2. That said promissory note shall be substantially in the following form:
$5,000.00 Dover, Delaware
October , 1938
Sixty days after date, the City of Dover, a municipal corporation of the State of Delaware, promises to pay to the order of Westinghouse Electric & Manufacturing Company, at the office of the City Manager, in the City Hall, in the City of Dover, Kent County, State of Delaware, the sum of Five Thousand ($5,000.00) Dollars with interest thereon at the rate of per centum per annum, without defalcation for value received.
In Witness Whereof, the said the City of Dover, a municipal corporation as aforesaid, has caused these presents to be executed by John Wallace Woodford, its Mayor, and attested by Joseph O. Willis, its Clerk of Council, and its corporate seal to be hereunto affixed the day and year first above mentioned, pursuant to a resolution of the Council of the City of Dover unanimously adopted by all the members thereof the fourth day of October, A. D> 1938.

SECTION 3. That the said the Mayor of the City of Dover and the Clerk of the Council of the City of Dover, or either of them, under the common, corporate seal of the City of the City of Dover, are hereby authorized, jointly and severally, to do such other things and perform such other acts as may be necessary and proper in the execution and delivery of said obligation.
The above resolution was introduced by Mr. LeFevre who moved the adoption thereof, and Mr. Frear seconded the motion. A roll call was ordered with the following results:
For the resolution, Messrs. Millman, Hinkle, Vane, Frear and LeFevre.
Against the resolution, none.

AN ORDER TO MOVE MONUMENT FROMM DOVER PLAZA
Upon motion of Messrs. Hinkle and Vane, Mayor Woodford was authorized to notify the State Firemen’s Volunteer Association to remove the monument from the Dover Plaza within thirty (30) days from this date or same will be removed by City Officials.
