Our department houses Emergency Management, Communications (Public Relations), Fire Marshal's Office and the EMS Division.
Through careful planning and preparedness, the City government works to ensure we are ready for potential disasters, allowing us to make well-informed decisions when emergencies arise. Emergency Management focuses on coordinating efforts among local response agencies and strengthening partnerships at the county and state levels to ensure a unified response when it matters most.
Educating and informing our community is vital. We utilize multiple communication platforms—including our website, public hearings, social media, newsletters, and more—to keep residents informed about a wide range of topics such as Parks and Recreation programs, electrical safety, emergency preparedness, recycling, and other services provided by the City of Dover.
A key principle of Emergency Management is PPRR: Prevention, Preparedness, Response, and Recovery.

This phase focuses on assessing and reducing disaster risks. Activities include researching natural and human-made hazards, constructing mitigation measures (such as levees and firebreaks), establishing warning systems, implementing land-use planning (such as restricting development in flood-prone areas), and enforcing building codes to improve safety.
Preparedness ensures emergency services and the community are ready for disasters. This includes developing emergency plans, training first responders, and educating the public on how to prepare and what actions to take during an emergency.
Response involves taking action during a disaster and ensuring emergency services have the personnel and equipment they need. While emergency management professionals may not directly lead field operations, they provide executive support and expert guidance to decision-makers.
Recovery focuses on helping the community return to normal after a disaster. Efforts include coordinating donations, distributing relief assistance, supporting reconstruction, and helping residents and businesses rebuild.
No single person can do everything, but by working together we can be better prepared when disaster strikes. We encourage everyone to familiarize themselves with important resources such as a 72-Hour Home Emergency Kit and other preparedness tips.
